The institutional partners associated with the steering of ONDES are the Permanent Conference of Equality and Diversity Officers (CPED), the Defender of Rights and the Ministry of Higher Education and Research.

To formalize this partnership and the creation of the Observatory, an agreement was signed on 26 August 2022 between Université Gustave Eiffel and France Universités. This agreement provides for the creation of a working group about discrimination, set up by France Universités and in close contact with the Observatory's stakeholders. This working group enables voluntary institutions to provide a framework for the co-construction of a shared anti-discrimination policy in universities and higher education and research institutions. This group produces recommendations that benefit all members of France Universités.
